E-AWE: Fluid Delegation FluidDelegationBatch Process ID is Sending Email Notification to the Delegator and Requester But Not the Delegated Approver/Proxy (Doc ID 3020745.1)

Symptoms

FluidDelegationBatch Process ID is sending approval email notifications to the Requester/Delegate but not the Approver nor Proxy.

This issue happens with two scenarios :

1. When an active delegation has an end date of yesterday, and running the Maintain Delegated Authorities process today.

2: When a future-dated request is created, and the start date becomes the current date, and running the Maintain Delegated Authorities process.

In both of these scenarios, when the EODL_BATCH process is run, it should send an email to both the requester/delegator and the approver/delegate/proxy. The Process ID FluidDelegationBatch is set up to send an email to both people using the Event - On Process Launch.

The issue is that no email is being sent to the Approver/Delegate in either scenario. The email is only going from the delegator's email address to the delegator's email address. The delegate should either be copied on that email, or get a separate email, but that is not happening.

Sample Replication
----------------

1. Navigate to Enterprise Component > Delegation > Create Delegation Request.
2. Create a future-dated Delegation Request to any Proxy and choose any Process ID.
3. Submit the transaction.
4. Log in as the Proxy and Accept the transaction.
5. Navigate to Enterprise Component > Delegation > Maintain Delegated Authorities.
6. Run the EODL_BATCH process.
7. Delegation was activated and email was sent to Delegator, but the Approver/Proxy did not receive the email notification.
