Symptoms
After enabling HCM Lockdown framework, General Deductions page is throwing an error when trying to save.

The issue can be reproduced at will with the following steps:
Prerequisite: Enter the desired lockdown setup at Set Up HCM > Common Definitions > Lockdown Framework > Lockdown Framework Setup
1. Navigate to Payroll for North America > Employee Pay Data USA > Deductions > Create General Deductions
2. Search for the desired employee
3. Enter some information, and try to save. Error occurs.
