Symptoms

When attempting to assign a Badge to an Employee,
the following error occurs:

Warning -- The Employee does not have an Active Contract. Hence Badge cannot be provided. (1000,2059)
The Employee does not have an Active Contract. Hence Badge cannot be provided.


Steps to replicate the issue:
1. Navigate Workforce Administration > Personal Information > Badge
2. Add a new Effective Date < than the Hire date from the Job Data Page
On Save, the below Error message is displayed.
