E-CLOUD: Can Not Stop Environment With Imported ELK Tier (Doc ID 3022122.1)

After import an environment to cloud manager, when try to stop the imported environment with ELK node, it stuck in stopping status

The issue can be reproduced at will with the following steps:

1) Import an environment with ELK tier
2) Stop the environment
3) Check psp.log on cloud manager process scheduler to see reported error
