HTML Emails Are Not Triggered for HCM Transactions

Symptoms
HTML emails are not triggered while submitting HCM transactions like JobOpening, PerformanceManagement or Absence Management.
This appears to be an issue that occurs for all transactions where HTML email approval is setup, starting with PUM Image 47.
Steps to replicate the issue:
1. Configure HTML email approvals for your specific transaction, like Job Opening, Performance Management or Absence Management.
2. Submit a transaction.
3. Notice that the HTML email is not sent.
