EAP9.2: When Loading EU Financials Sanction List, Multiple SDN_ID Are Inserted In Header Table

Symptoms
When loading OFAC Financial Sanction List there is only one SDN_ID and multiple SDN_ENTRY_ID per load, but when loading EU Financial Sanction List there are multiple SDN_ID in tables.
The issue can be reproduced at will with the following steps:
1. Run Process Import Financial Process List for EU.
Navigation - Root > Banking > Financial Sanctions > Import Financial Sanction List
2. Check the data at Financial Sanction Inquiry.
Navigation - Root > Banking > Financial Sanctions > Financial Sanctions Inquiry
