W4 PDF Submit Gets the Following Error: “The Server Has an Invalid SSL Certificate” (Doc ID 3023567.1)

Symptoms

When clicking on the Submit button for the Tax Withholding Updateable PDF feature, receiving an error before the sign on appears. 
This only occurs when using HTTPS

The following error appears on the page:
"The server has an invalid SSL certificate"

Steps to Replicate

1. Navigate to PeopleTools > Integration Broker > Integration Setup > Service Operation Definitions
2. Search for PSXP_PDF_SUBMIT_POST Service Operation
3. Choose *Req Verification of 'Basic Authentication and SSL'
4. Navigate to Reporting Tools > BI Publisher > Create BIP Report Definitions
5. Search for PYTWF_FEDE 
6. On the Properties Tab, choose 'PDF Submit Settings' from the Property Group drop-down list box.
7. Set 'psxp_submit_use_HTTPS' to True
8. Navigate to Employee Self Service > Payroll > Tax Withholding
9. Enter data required to update the Tax Withholding for the Employee
10. Click Submit
11. Error occurs
