HCM: On Fluid Job Data, Default Pay Components Button Causes "Warning -- Change Percent is greater than 20. (1000,30)" In The Validation Step If Default Values Are Added To Compensation Fields Via Page and Field Configurator (Doc ID 3023873.1)

Symptoms

When using the Default Pay Components button in fluid Job Data, users will later get a Validation warning that the change percentage is greater than 20%. This is happening even when the change percentage is less than 20%.

The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Admin fluid home > Manage Human Resources > Manage Job
2. Search for an employee, and enter a new job action that will be used to update the jobcode field.
3. Prior to selecting the Default Pay Components button in the Compensation section, the hourly compensation rate is displayed for the previous job code.
4. When the Default Pay Components button is selected, it should default the new hourly rate for the new job code. Instead, it is displaying No Pay Components exists and an Add Pay Component button displays.
5. If the Default Pay Components or Add Pay Components button is selected, then it will add two rows to the Pay Components section. One row will display the default salary  and the other row is blank.
6. In the Summary, there are two rows for the Compensation rate and two rows for the Manually updated.
7. The promotion was increased by less than 20% (for example, actual change is ~8%), but the Validation will show "Warning -- Change Percent is greater than 20. (1000,30)"

Changes

 Issue was seen after adding default values to the COMPENSATION grid on the page via Page and Field Configurator (PFC).
