E-COBOL: Starting Cobol License Manager and Daemon Process Fails With Error - "Unable to determine why mfcesd did not start"

Symptoms
Starting license manager and daemon process using startboth.sh fails with the error below in the terminal window. Even though lserv shows that it started, mfcesd fails to start.

The Sentinel RMS License Manager has started with default socket buffer(IPv4) size value set to 212992 bytes.
The Sentinel RMS License Manager has started with default socket buffer(IPv6) size value set to 212992 bytes.
Socket Location : <path>/temp
Micro Focus CES license daemon.
Unable to determine why mfcesd did not start.
Possible the license manager is not running. (startlserv.sh)

The issue can be reproduced at will with the following steps:
1. Open a terminal window, log in as a non-root user having sudo access.
2. As shown above, execute startboth.sh to start both License Manager and the daemon process.
3. Observe the output and errors above in the terminal window.
