E-RD Reports Intermittantly Fail to Post With Error "Client Error Http Reply Code: 403 - Forbidden (63,59)" in Message Log (Doc ID 3025270.1)

Symptoms

Issue can be replicatated intermittantly with certain reports. The reports fail to post in about 20% of the cases.

The issue can be reproduced intermittantly with the following steps:

1. Log into Peoplesoft.
2. Navigate to Peopletools > Process scheduler > Schedule Process Request.
3. Run reports.
4. Observe that the reports sometimes end in status "Not Posted".
5. In the Message Log the following error is observed:

Client Error Http Reply Code: 403 - Forbidden (63,59)

 In the distribution agent log DSTAGNT, the following error is observed:

HTTP transfer error.

Unable to post report/log file for Process Instance: xxxxxx, Report Id: xxxxxxx
