E-CLOUD: Environment Upgrade To PT 8.61.03 Failed at Step Creating Updated PeopleTools Views (Doc ID 3026502.1)

Symptoms

When attempting to upgrade an environment from PT 8.60.13 to PT 8.61.03, it failed at the DB upgrade step.

The issue can be reproduced at will with the following steps:
1. Open the environment details for PT upgrade
2. Upgrade peopletools tab, choose PT release
3. Click upgrade
