When adding a Primary Name Type to an existing emplid an error is returned

The issue can be reproduced at will with the following steps:

  1. Navigate to Campus Community > Personal Information > Biographical > Names.
  2. Query the problem emplid.
  3. Add Primary Name and Submit.
  4. Save and the error occurs in a popup window.
