After Applying Patch 36441731 Post-Regs 2 PRP for 2024-2025 FAFSA Simplification Update #5 and FM NAC Update #4, the SAI Calculations are Incorrect in Certain Cases

Symptoms
During testing of the SAI calculator/JAR file delivered with Financial Aid PRP 7, the following incorrect behavior was observed after clicking the “Calc SAI” button without making any data changes:
- Dependent Students (Formula A) is not calculating Payroll Tax Allowances correctly for the Parent and is not using the federal tax paid amount as an allowance against income for the student.
- Dependent Students (Formula A) does not calculate the Educational Credits as an offset against parents' income.
- Dependent Students (Formula A) does not calculate the OASDI, Old-age disability insurance allowance for high income earners.
- Independents without dependents (Formula B) are not using the federal tax paid amount as an allowance against income, resulting in calculated SAIs that are higher than they should be.
- Independents w/dependents and tax filing status is 1 (Married filing separately)the calculation is using Formula B instead of Formula C, which means that federal taxes paid are not being considered as an allowance against income, resulting in higher SAI Calculations.
- Independents w/dependents and tax filing status is 2 (Married filing joint) the calculation is using Formula B instead of Formula C. In some cases, students in this category may also be rejected.
The issue can be reproduced at will with the following steps:
1. Load an ISIR for the 2024-2025 Aid Year, and click the Calc SAI button without inserting a new row.
2. Review the results of the Calculation and compare them to the SAI Calculated using hand calculations (https://fsapartners.ed.gov/sites/default/files/2024-01/20242025FAFSAPellEligibilityandSAIGuide.pdf)
3. Generate output from the FM Test Harness for the students where a hand calculation was performed and compare the results of the hand calculation with the output.
