Benefit Summary Dependent Count Is Incorrect on 1X Plan Tiles if the Deduction Begin Date Is Later Than the Coverage Begin Date (Doc ID 3027367.1)

Symptoms

When reviewing Benefits Summary for an employee, the dependent count is incorrectly stated if the deduction begin date is later than the coverage begin date.

The issue can be reproduced at will with the following steps:
1. As an Administrator, Navigate to Benefits > Enroll in Benefits > Health Plan enrollment and enroll an employee in health benefits with 4 dependents as of 1/1/2023.
2. Add a new row to enroll employee in the plan with 5 dependents using coverage begin date of 11/10/23 and Deduction begin date of 11/16/2023.
3. Navigate to the Benefits > Review Employee Benefits > Benefits Summary and review the employee's benefits as of 11/15/2023. This will show the incorrect number of dependents for the coverage begin date of 11/10/23.
