The issue can be reproduced at will with the following steps:
1. As an Administrator, create a Job Action for PAY/OTH and submit for 11/16/2023 for an employee. Navigation: Workforce Administrator tile > Manage Human Resources tile > Manage Job tile.
2. Update the employee's position to change the reports to as of 11/16/2023. Navigation: Workforce Administrator tile > Position Managements > Manage Positions.
3. Run Direct Reports Tables Build using Incremental - current date upd/ All Access Methods. Navigation: Set Up HCM > Common Definitions > Direct Reports for Managers > Direct Reports Table Build > Direct Reports Tables Build.
