Error "A new I-9 needs to be filed for this employee (18032,1644)" Occurs While Attempting to Open an Existing Form I-9 on "Complete/Reverify Form I-9" Page (Doc ID 3028252.1)

Symptoms

On the "Complete/Reverify Form I-9" page, the error below appears even though the Form I-9 was filled out for that particular employee:

A new I-9 needs to be filed for this employee (18032,1644)
This employee has been rehired more than 3 years after the last hire date and needs to fill in a new I-9 form. Based on the dates, not sure why this message is displaying.


Steps to replicate the issue:
1. Login as employee and complete a I-9 Form (Self Service > Personal details > Form I-9).
2. Login as employer and goes to HR > Workforce Administration > Personal Information > Form I9 > Complete/Reverify Form I-9.
Result: The above error is displayed.
