When running the waitlist process, when should the enrollment status for a class be expected to update from 'closed' to 'open', after one or more students on the class waitlist are processed?

For example, if the enrollment capacity for the class has not been filled, and some students still remain on the waitlist after processing, should the class be expected to be open at that point? And does it matter if the number of students remaining on the waitlist is greater than or less than the remaining capacity?
