E-IB : Messages stuck in NEW frequently in Failover Environment (Doc ID 3028743.1)

Symptoms

Messages are going to New/Working status frequently in a failover environment.    A manual switch of the domain from Primary to Dynamic secondary would make the messages flow again
 
Replication Steps:
1. In a failover setup environment go to PeopleTools - Integration Broker
2. Messages – Submit Message
