When Running Mass or Auto Packaging for Aid Year 2024-2025 Using a Plan, Some Students With Negative Student Aid Index (SAI) Are Left with Unmet Need in the Academic Period

Symptoms
When packaging for Aid Year 2024-2025, some students with a negative SAI are being left with unmet need, usually for the same amount of the (negative) SAI, and usually with an Unsubsidized Direct Loan item type being the last one assigned to the student.
The issue does not occur with manual packaging on the Assign Awards to Students page, but only with auto packaging or mass packaging using a packaging plan.
The issue also occurs specifically after applying the fix for <Bug 36280556> - 2024-2025 PACKAGING LEAVES UNMET NEED FOR SOME STUDENTS WITH NEGATIVE SAI, so the issue is slightly different from what was originally reported in that bug. The main difference with the newer issue is that the packaging plan must involve the non-standard award period - where the packaging plan being used is set up with award period 'Both' (not 'Academic') and at least some of the non-standard need must be filled.
The issue can be reproduced with the following steps:
- Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package, for Aid Year 2024-2025 and a student budgeted for both Academic and Non-Standard award periods.
- In the Packaging Plan ID field, choose a packaging plan that is set up (Set Up SACR > Product Related > Financial Aid > Awards > Packaging Plan > Packaging Plan) with award period 'Both' and should result in packaging the student fully up to unmet need and/or unmet need cost attendance.
- Click 'Retrieve' and review the results on the page and the Need Summary tab. Note the last item type in the sequence is not assigned the maximum amount (based on aggregates and all other limits), but the student is not fully packaged up to need.
Changes
The issue occurs after applying all of the available fixes related to FAFSA Simplification up through and including the 6 fixes delivered originally in PeopleSoft Release Patchset (PRP) 36441731 and now in CS 9.2 PUM Image 32.
