When attempting to boot the application server domain, the following error occurs.

This issue can be replicated by following:

The issue can be reproduced at will with the following steps:
1. Update the Windows service account password.
2. Try to boot the application server domain to replicate the issue.

Changes

Update the Widnows service account password that is configured for "Oracle ProcMgr" service
