Symptoms
When an employee with multiple Benefit Record Numbers (BRNs) creates a Life Event, an Event is created for each BRN. The employee has Benefits on Ben Rcd 1 only and the Event on Ben Rcd 0 processes to Finalized - Prep None while the Event on Ben Rcd 1 processes to Prepared. The employee, however, cannot enroll in Benefits in the Life Event Activity Guide. Once the Benefits Administration Events are created there, the following message displays:

Steps to reproduce the issue:
1. Employee with multiple Ben Rcds opens a Life Event (Navigation: Employee Self Service homepage > Benefits Details tile > Life Events tile).
2. Employee navigates to Benefits Enrollment step.
3. Employee selects the Start My Enrollment.
4. The message displays on the page.
