E-CLOUD: Autonomous Database Refresh Fails with Error "InvalidParameter, Operation failed. Auto Scale for storage of clone is not same as source database" when Auto Scale is Enabled (Doc ID 3030055.1)

Symptoms

When performing a database refresh for an Autonomous Database (ADB), the process fails when Auto Scale for Storage is enabled in the source database.

The following error can be seen on the tf.err log file of the environment being refreshed:

400-InvalidParameter, Operation failed. Auto Scale for storage of clone is not same as source database.
Suggestion: Please update the parameter(s) in the Terraform config as per error message Operation failed. Auto Scale for storage of clone is not same as source database.


The issue can be reproduced at will with the following steps:
1. Enable Auto Scale for storage for the ADB system in the Oracle Cloud Infrastructure (OCI) console. To do this, go to Autonomous Database > Manage Resource Allocation > Storage Auto Scaling.
2. Log into Cloud Manager (CM) and click on Environments tile.
3. Select Refresh from the actions menu for the environment to be refreshed.
4. Provide the necessary information and start the refresh process.
5. Wait until the process fails.
