Performance and Team Document Insights for ePerformance Does Not Capture Newly Created Documents

Symptoms
The ePerformance Performance insight and ePerformance Team Document Insight dashboard selects data based upon the last updated time, no including newly created documents.
Steps to reproduce the issue:
1. Navigate to Talent Administrator homepage > Performance Insights tile > Document Insights tile or Performance Insights tile.
2. See that the data does not include newly created documents.
3. Navigate to Manager Self Service homepage > Team Performance tile > Team Document Insights tile or Team Performance Insights tile.
4. See that the data does not include newly created documents.
