E-508 : In Accessibility Mode The Notification Icon Is Missing On The Header

Symptoms
While using the application in screen reader mode, the Notification icon is missing.
The issue can be reproduced at will with the following steps:
1. Enable JAWS.
2. On the Sign On Page select the 'Enable Screen Reader Mode'.
3. Log into PIA.
4. Click the 'Notification' icon on the header page, then hit enter to display the 'Settings' button.
5. Click the 'Settings' button, but the 'Notification Settings' pop-up did not display.
