When attempting to create a new environment (FSCM PUM Image 50) using CM17, the following error occurs:

2024-04-23 11:57:15,099 ERROR Runtime exception occurred !. ex: [Errno 2] No such file or directory: 'terraform'

The issue can be reproduced at will with the following steps:
1. Create environment in CM 17
