ELM: Learning Plans Created in Classic Learning Plans Do Not Display in the Fluid Learning Plan Pages

Symptoms
Learning that is Planned in the Learning Plans page (Classic Navigation), do not appear in Fluid: My Learning tile (Planned tab), or the Manage Plan Tile
The issue can be reproduced at will with the following steps:
1. Log in as a Learner
2. navigate to Navbar icon > Self Service > Learning > Learning Plans
3. click Details link for Learning Plan
4. click Add Learning to Learning Plan
