Room Characteristics Not Defaulted To The Schedule Of Classes When Logged In As A Canadian French User (CAF) (Doc ID 3032288.1)

When logged in as Canadian French user, when changing a room characteristic, it does not change on the Schedule of Classes as expected. When logged in as an English user, the system works as expected.

The issue can be reproduced at will with the following steps:
1. Log is as English user
2. Query Course Catalog for a course and add two room characteristics
3. Go to Schedule of Classes and note that the room characteristics show
4. Go back to catalog add a new effective dated row and remove one of the room characteristics.
5. On Schedule of classes add a new section and note that the room characteristics defaults with only one showing (new effective dated row)
6. Now log in as Canadian French user
7. Note that on schedule of classes you see the one room characteristics.
8. Go to course catalog and remove the room characteristic
9. Go back to schedule of classes and add a new section
10. Note that the room characteristics is still there.
