EPY:Retro is not Calculated on Earnings That Reduce From REG when Paid on a Separate Payline (Doc ID 3033681.1)

Symptoms

When attempting to create retro pay, the following error occurs. Negative amounts no longer reduce total retro payable when paid on a separate payline.


This issue can be reproduced at will with the following steps:

1. Navigate to:  Workforce Administration> Job Information> Job Data go to Compensation tab and increase employee's hourly rate 
2. Navigate to: Payroll for North America> Retroactive Payroll> Retro Pay> Process and Review Requests> Calculate Retroactive Pay for this employee.
3. Review Retro Pay Calc results  Navigate to: Payroll for North America> Retroactive Payroll> Retro Pay> Process and Review Requests> Retro Pay Calculation Results see that results do not have a negative amount to add to payline.
