Symptoms
Student invoices mailed to foreign countries do not include the country in the address field.
The issue can be reproduced at will with the following steps:
1. Student Financials > Bill Customers > Create Billing Request.
2. Student Financials > Bill Customers > Generate invoices.
3. Student Financials > Bill Customers > Print Invoices.
4. View the printed invoice address to a foreign country.
