GPCHE: "File Validation failed (17051,197)" Error While Validating "Year End XML CHE" File for FAK-CAF and AHV-AHS Providers

Symptoms
The validation of year-end processing for AHV-AVS and FAK-CAF providers fails with the following error:
Steps to replicate the issue:
Scenario 1:
1. Navigate to Menu > Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Social Security / Insurance > Company Social Insurance CHE
Add several FAK-CAF providers e.g. #FKBE, #FKGE, #FKLU, …. with canton assignment.
Add provider #FAK and check All Cantons.
2. Navigate to Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Taxes > FAK/SourceTax(Company) CHE > FAK/SourceTax(Company) CHE
Field FAK Provider: Select agency #FAK for cantons which have a FAK-CAF providers defined at Company Social Insurance CHE.
3. Run Payroll.
4. Create a Swissdec 4.0 domain id with provider AHV-AVS and FAK/CAF.
5. Navigate to Global Payroll & Absence Mgmt > Authority Correspondence > XML based reporting CHE > Year End XML CHE and execute yearly run control id for the above defined domain id.
Scenario 2:
1. Navigate to Menu > Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Social Security / Insurance > Company Social Insurance CHE
Add several FAK-CAF providers e.g. #FKBE, #FKGE, #FKLU, …. with canton assignment.
Check All Cantons for any of these FAK-CAF providers.
2. Navigate to Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Taxes > FAK/SourceTax(Company) CHE > FAK/SourceTax(Company) CHE
Field FAK Provider: Select agency #FAK for cantons which have a FAK-CAF providers defined at Company Social Insurance CHE.
3. Run Payroll.
4. Create a Swissdec 4.0 domain id with provider AHV-AVS and FAK/CAF.
5. Navigate to Global Payroll & Absence Mgmt > Authority Correspondence > XML based reporting CHE > Year End XML CHE and execute yearly run control id for the above defined domain id.
Repeat scenario 1 and 2 for Swissdec 5.0.
