Symptoms

When Notification Composer is enabled, notification bell alerts are not being populated on the approver's home page for transactions requiring approval, although emails are being sent and the transactions can be approved..

Steps to reproduce the issue:

     1. Employee enters an Absence Request (Navigation: Employee Self Service homepage > Time tile > Manage Absences tile).
     2. Approver logs into the system after receiving an email.
     3. The approver sees the transaction on the Approval tile.
     4. There are no bell alerts populated.
