Goal

Is there a way to award a Pell Grant to a student who is eligible for Pell only because of being the child of a fallen hero? It is possible to award the Pell in these situations - to students who would not otherwise be eligible - using the Invoke Professional Judgement component; but should the item type be allowed to pass validation without using the PJ flag?
