Fluid Discussion Service (FDS) modal window is not visible for update (Doc ID 3039126.1)

Symptoms

Fluid Discussion Service (FDS) modal window is shrinking the fields so user cannot read and add the fields and/or comments.

Also, the FDS modal window is too small, and user cannot resize the window.

Steps to Reproduce the Issue:
1. Define a new discussion type
2. Clone the existing fluid discussion service to a new service name
3. Update the new service name with additional URL parameters tying the discussion to a transaction (requisition).
4. Assign the new service to a transaction page (req add/update., map the URL parameters, and assign the service to a page/field (req id).
5. Test in Fluid eProcurement > My Requisitions.
