User receives the following pop up error message when uploading data using ExcelToCI.

ERROR

Error occurred in routine processSOAPResponse_SubmitToDB:
Error:
Number: 70
Description: Permission Denied.

Replication steps:

1. Download the CI template.
2. Add test data, and upload.
3. Observe the errors above in a pop up window on the Excel client machine.
