E-OS: Global Search Is Not Working - Error "Invalid signon time for user" Is Shown in Application Server Log File (Doc ID 3039727.1)

Symptoms

Search is not working for any of the indices.

UnDeploy, Deploy and Index build are working fine.

But, trying to search on any index returns no results

The issue was reproducible in the customer site with the following steps:
1. UnDeploy/ReDeploy and Build PTPORTALREGISTRY.
2. Navigate to PeopleTools > Search Framework > Utilities > Search Category Tests and test search for the PTPORTALREGISTRY index.
3. Observe that no results are returned.

The following message is seen in the Application server log file (<PS_CFG_HOME>/appserv/<Domain Name>/LOGS/APPSRV_MMDD.log) when testing the search:

... GetCertificate] - - - (1) Invalid signon time for user <call back user id>
