Below error message shows up when creating a change request in multi-language from supplier portal.
This issue can be reproduced at will with the following steps:
1. Setup a supplier change request template with Default from system setup as "Always" at Set Up Financials/Supply Chain > Product Related > Procurement Options > Suppliers > Supplier Request Templates.
2. Assign the template to Request Supplier Change for external user at Set Up Financials/Supply Chain > Product Related > Procurement Options > Suppliers > Supplier Request System Setup.
3. Log into supplier in non-english language .
4. Create supplier change request from Maintain Supplier Information > Supplier Change Request > Initiate Supplier Change .
