PERSON_BASIC_FULLSYNC messages going to error when full data publish was run.
Steps to reproduce the issue:
1. Run the PERSON_BASIC_FULLSYNC full data publish process
Main Menu > Enterprise Components > Integration Definitions > Initiate Processes > Full Data Publish
2. Service operation messages going to error in asynchronous monitoring.
Main Menu > Peopletools > Integration Broker > Service Operations Monitor > Monitor Asynchronous Services
