Data Integrity Issue In Milestones Process Component With Run ID Of Different Users (Doc ID 3040602.1)

Symptoms

Two person are permitted to create a run control ID with the same name.

The process will  uses the last updated parameters and user might be given unexpected results.


The issue can be reproduced at will with the following steps:
User1:
Log in as User1
Navigate to: Records and Enrollment -> Enroll Students -> Process Milestones
Add new runcontrol of testMilestonePS1
Setup some run control parameters and save page/run control. It does not matter what
parameters are setup.


User2:
Log in as User2
Navigate to: Records and Enrollment -> Enroll Students -> Process Milestones
Add new runcontrol of testMilestonePS1
Notice immediately that values created by user1 Show up in this run control as already setup!!!!
