Symptoms
When creating the File Server (Fss) for Cloud Manager, the process fails with the following error on the tf.err log:
400-InvalidParameter, The file system could not be added to the mount target because the specified path name overlaps another file system’s path name
Suggestion: Please update the parameter(s) in the Terraform config as per error message The file system could not be added to the mount target because the specified path name overlaps another file system’s path name

In addition, on the File Server page, the Fss Status shows as 'Failed'.
The issue can be reproduced at will with the following steps:
1.) Go to Cloud Manager Settings > File Server.
2.) Configure a new File Server for Cloud Manager.
