Requisition Justification Comments Doesn't Show In The Correct Format On Approval Fluid Page (Doc ID 3042955.1)

When adding a justification comments with specific formatting to the ePro requisition then submitting the requisition and signing in with the approver to approve the requisition notice that the justification comments are not in the correct format.

The issue can be reproduced at will with the following steps:

1. Navigate to : eProcurement > Create requisition.
2. Add in a special request item.
3. Add a justification comments with specific formatting.
4. Submit the requisition.
5. Sign in as approver and navigate to : Home page > Approvals tile.
6. Select the submitted requisition to approve.
7. Notice that the justification comments formatting is not correct.
