Incorrect MARGINAL TAX Calculation for WHM Employees with Multiple Job Records.
The issue can be reproduced at will with the following steps:
1. Consider an employee having the multiple empl records and paid <$45000 in a tax year.
2. Process the employees and observe the MARGINAL TAX deduction.
