HCM: Remote Worker Request In Pushed Back Status Missing Data When Editing the Request

Symptoms
When an employee edits their remote worker request in 'Pushed Back' status and does not change the Start Date or End Date, the Request Details and and Attachments data are missing.
The issue can be reproduced at will with the following steps:
Prerequisite: User has previously submitted a remote work request and it has been pushed back.
1. Navigate to ESS fluid homepage > Remote Worker tile
2. Drill into the pushed-back request
3. Do NOT change the start/end date, just click Next
4. The Request Details and attachments are missing when visiting those steps of the Activity Guide
