E-CM: Cloud Manager Stop Action is Not Shutting Down the Database Node (DBS) for Managed Environment (Doc ID 3046410.1)

Symptoms

Stop action on managed environment from cloud manager is not stopping database node.

The issue can be reproduced at will with the following steps:
1. In Cloud manager PIA, go to Environment tile > Actions > Stop
2. Notice that it shutdown the midtier and client machines but database (DBaaS) is still running.
3. Notice that there are no logs (STOP_instance_0_xxxxxx) generated for database stop and there is no error as well under environment logs-
    /home/psadm2/psft/data/cloud/cmlogs/envs/
