Pell Packaging/Repackaging is Awarding a Transfer Student an Extra Penny in the Last Payment Period of the Award, Causing the Pell Reporting to Reject at COD

Symptoms
During the Pell packaging/repackaging process, the packaging engine is awarding a transfer student the 2nd Pell with an extra penny. The extra penny is causing the student to exceed the annual limit and the Pell Origination record is getting rejected by COD.
The issue can be reproduced at will with the following steps:
1. Load NSLDS File; which will update Pell Aggregates showing the student received a Pell for the Summer 2024 at another institution.
2. When running the repackaging process (Financial Aid -> Awards -> Award Processing ->Assign Awards to a Student), the student is awarded Pell as expected.
3. The Pell award for Fall 2024, Spring 2025 are awarded correctly, but the Summer 2025 was awarded with an extra penny.
