Person Modernization: By Leaving the SSN (Social Security Number) Blank, the Activity Guide Does not Display Warning Message (Doc ID 3047601.1)

Symptoms

When hiring an employee using Create Employee Tile, by entering the information without SSN, it presents a warning message that the user acknowledges and proceeds to the Job Data activity guide:

Warning -- Social Security Number should be entered for US Employees. (1000,835) --- Social Security Numbers are now required for all persons employed in the United States regardless of citizenship status. You must track this information and should require that it be provided by Employees when they are Hired.

However, when you navigate back to Person Data, there is a blank row next to warning where SSN warning message existed.

Steps to replicate the issue:
1. Workforce Administrator Fluid Homepage > Manage Human Resources Tile > Create Employee Pagelet
2. Follow the Activity Guide, however, leave the National ID blank
3. Enter the Address
4. Click on Next
Warning is presented for SSN.

5. Check Process with Warning and click on Next
6. it will move the Step 2, click on Previous or Step 1
