E-AE: After PT 8.61 Upgrade, All App Engine Process Abend If Secondary Connection Disabled in Config (Doc ID 3047629.1)

When attempt to run any app engines, it fails with the error message below:

SQL Error: [Microsoft][ODBC Driver 17 for SQL Server][SQL Server]Invalid object name 'PSDBOWNER'.

Process xxxxxx ABENDED at Step xxxxxxx.MAIN.Step01 (SQL) -- RC = 8601 (108,524)

This issue can be replicated with below steps:
1. Set dbflags=4 on pspsrcs.cfg, restart process scheduler

2. Run AEMINITEST process

3. See error
