E-BIP/XMLP: When App Engine Prints Report, It Prints Error "PDF Error 129" (Doc ID 3048040.1)

Symptoms

After upgrading PeopleTools to 8.61 job that prints PDF file directly to printer is now printing a sheet of paper with error code:

PDF Error 129

The issue can be reproduced at will with the following steps:
1. Run Application Engine/ BI process to Type= Print and Format=PDF.
2. Notice the error.
