The issue is specific to Microsoft SQLServer Database.
Symptoms
When user clicks on the prompt button for the "Field Name" in the "First Row Fields" section on "Define Header Configuration" page, "Incorrect syntax near the keyword 'WHERE'" error occurs.

The issue can be reproduced at will with the following steps:
1. Navigate to: Menu > Set Up HCM > Common Definitions > Employee Header Configuration > Define Header Configuration
2. Search and open the "DEFAULT_HEADER"
3. Click on the prompt button for the "First Row Fields" field name.
