When navigating to a fluid page using Nav Bar, a flash or a page reload shows before the page is displayed.

The issue can be reproduced at will with the following steps:

1. Log into PIA.

2. Navigate to the fluid page using Nav Bar.

3. Observe a flash shown the page is displayed.
