Requisition Change Request Stuck 'In Process' When 'PO hold from Further Processing' is Checked

Symptoms
Requisition Change Request Stuck 'In Process' When 'PO hold from Further Processing' is checked.
An issue was found where a requester created a requisition change request, it was approved, and then PO_POCHNG ran to update the PO. The PO header had hold from further processing selected. Now the change request is in process, and there is no way to get it out of in process.
The issue can be reproduced at will with the following steps:
1. Go to Setup Financials/supply Chain > Business Unit Related > Purchasing > Purchasing Definitions. Make sure Change Template are set on Req Change Options
2. Go to Create Requisition tile. Create any Fluid Requisition. Submit
3. Budget check Requisition
4. Go to Menu > eProcurement > Buyer Center > Expedite Requisition. Run Expedite Requisition
5. Go to Menu > Purchasing > Purchase Orders > Add/Update POs. Budget check and Dispatch PO
6. Change PO due date and set Hold from Further Processing checked. Save PO
7. Edit Requisition. Increase quantity to 15 and submit
8. Budget check requisition
9. Go to eProcurement > Buyer Center > Approve Change Requests. Approve Change Request
10. Go to eProcurement > Buyer Center > Procurement Process. Change Purchase Order. Run PO_POCHNG
11. Go to My Requisition. Click on Change Request icon. Change Request status = ‘In Process’
12. Go to Purchasing> Purchase Orders> manage change orders> Approve Change Requests. Located the PO and selected show details link. Process status is ‘in process’ and unable to change it.
13. Go to PO. Uncheck ‘Hold from further Processing’ and save
14. Run again PO_POCHNG
15. Still getting the same results. Change Request Status stuck ‘in Process’. There is nothing to do to complete the process.
